New research by the AA Driving School has revealed the pass rate for the theory test has fallen from 65.4% in 2007/2008 to 44.2% in 2022/23. This represents a drop of over a third and is “the lowest point in history” for pass rates, says the AA.

To be clear, pass rates were falling since changes were made to the test back in 2013. For example, there was an increase in the number of questions and importantly, past practice papers were no longer published as the authorities wanted to stop rote learning. Also, interpreters were withdrawn, which has put foreign learners at a potential disadvantage.

Off a cliff

These changes  saw pass rates begin to fall almost immediately. For example, the rate fell from 59.1% in 2012/2013 to 50% in 2013/2014. Sadly, that figure has continued to drop to round the 50% mark (or below) with the latest research revealing figures are now at all-time low.

Managing Director of the AA Driving School, Camilla Benitz, says: “It’s clear these well-intended changes have made the theory test significantly more challenging … Learners now need to properly revise rather than just memorise answers, which is understandably tougher.”

Location, location, location?

The AA’s research also revealed a surprising twist – that theory test pass rates vary depending on where you live. For instance, all ten of the best places for attaining a high pass rate are in Scotland where the falling pass rate trend has been bucked in places like Aviemore (73.5%), Airlock (69%) and Symbister (64.3%).

As for the most underperforming areas, the top ten include eight English cities with Hornsea (23.6%), Fakenham (35.5%) and Bedford (37.1%) making up the top three. The reason for the disparity is unknown as computer systems assess theory test answers – not humans with potential biases. Perhaps Scottish learners are just smarter than their English counterparts?
